A bipartisan proposal seeks to expand access to AI research tools and infrastructure
On Friday, a small bipartisan group of Senators introduced the CREATE AI Act. The bill aims to establish the National AI Research Resource (NAIRR) to expand access to AI research tools and infrastructure.

🧪 Establishes the National AI Research Resource. The bill establishes the National AI Research Resource (NAIRR) to provide researchers access to computing, data, tools, and AI testbeds. It creates oversight bodies to govern the NAIRR and select an Operating Entity. Requirements are set for resources, security, ethics, privacy, rights, integrity, evaluations, and fees. NSF will establish the NAIRR within 1 year.
🤝 Bipartisan support. The bill sponsored by a bipartisan group of Senators. Original co-sponsors are Martin Heinrich (D-NM), Todd Young (R-IN), Cory Booker (D-NJ), and Mike Rounds (R-SD). This demonstrates broad, bipartisan support for creating shared national infrastructure to advance AI research and innovation.
